can anyone help me promote a sporting goods store?

What businesses allow fundraisers in front of their stores?

We are a local Greyhound rescue group in the NY area and wondered if anyone knew what major retailers, besides pet stores like Petsmart, would allow us to to promote adoption in front of their stores. We have been trying to find large retailers with alot of foot traffic that would allow us to do this but most of the large chains we have tried like Lowes, Home Depot, Target and such have strict no solicitation policies. As an example if you can think of any major retailers that you have seen allowing Girl Scouts or local school sports teams doing any sort of fundraisers at that would be a good starting point for us. Help me brainstorm. Thanks :-)
Update: Besides places like Petco and Petsmart.

Off the top of my head the only type stores I have seen allowing solicitation out front is the grocery stores. But this is usually selling girl scout cookies.

Check with your local chamber of commerce and get information on any city activity that has vendors. I know at our local farmers maket they also allow vendors and a cocker spaniel rescue has a booth set up with their dogs.
